Hoopla is worth a look. They have lots of authors with both eBooks and audio, as well as movies, TV Show and music; for some authors it's mainly audiobooks. If they have a book, it's available with no waiting for 21 days. They tend not to have new releases but they often have pretty complete catalogues of some authors and of earlier works of, for instance, Elmore Leonard. Your library needs to be part of it. You do have to read in their application but it works great on an iPad or iPhone.

Also worth a mention: Apple Books has quite a number of classic authors available for free.

My libraries use Libby rather than Overdrive. For those of us who wish to avoid Amazon, you can read the eBooks in Books on an Apple device.

Perhaps also worth a mention: Internet Archive (https://archive.org) has quite a collection of books digitized that you can read online, checking out for an hour at a time. It's not as convenient as Books (or presumably Kindle) but for some titles may be a good option.

my library uses Libby to check out e-books both from Amazon as Kindle versions and thru their own reader for non Kindle books. Bookbub is another source for free and low cost books.
